Amends Arizona law to allow two-wheeled motorcycles to overtake and pass stopped vehicles in the same lane and operate between traffic lanes under specific conditions.

Permits lane-splitting operations only on streets with at least two adjacent traffic lanes in the same direction and a speed limit not exceeding 45 miles per hour.

Requires motorcycle operators performing lane-splitting to travel at speeds not exceeding 15 miles per hour.

Clarifies that all motorcycles are entitled to full use of a lane and prohibits motor vehicles from depriving motorcycles of lane use, except when two motorcycles operate side-by-side in a single lane.

Exempts peace officers performing official duties from lane-splitting and same-lane passing restrictions.
