Establishes tiered board of supervisors sizes based on county population: three members for counties under 175,000; five members for 175,000-999,999; seven members for 1,000,000-2,999,999; and nine members for counties with 3,000,000 or more persons.

Allows counties with populations between 100,000-175,000 to hold elections to change between three-member and five-member boards upon petition by qualified electors equal to at least 10 percent of votes cast in the preceding general election.

Requires supervisorial districts to be divided into matching numbers (3, 5, 7, or 9 districts depending on board size) with population differences not exceeding 10 percent.

Updates county planning and zoning commissions to accommodate boards with seven or nine members, maintaining proportional representation from each supervisorial district.

Corrects statutory cross-references and updates language throughout related sections regarding supervisorial district conversions and commission appointments.
