Creates Arizona bicycling special plates contingent on $32,000 implementation fee paid to the Department of Transportation by December 31, 2022, with design subject to department approval.

Establishes a $25 annual fee for the special plates, comprising $8 for special plate administration (deposited to state highway fund) and $17 annual donation (deposited to new Arizona bicycling special plate fund).

Arizona bicycling special plate fund monies must reimburse the initial $32,000 implementation fee first, then allocate funds annually to a qualified 501(c)(3) entity producing bicycling events that has raised at least $101,000,000 for charities and existed for 37+ years.

Allows director to permit combination of Arizona bicycling special plates with personalized special plates, with additional personalized plate fees required.

Bill effective September 30, 2022, and may be cited as the "El Tour de Tucson Special License Plate Act."
