Repeals Arizona Revised Statutes sections 9-500.38 and 11-269.16 relating to auxiliary containers and local regulation.

Repeals Laws 2016, chapter 28, section 5.

Amends section 44-1648 to remove references to the repealed sections 9-500.38 and 11-269.16 while preserving cities', towns', and counties' power to enforce business licensing laws for scrap metal dealers.

Maintains that scrap metal dealer licensing systems with background checks and fingerprinting requirements are not preempted by state law.

Allows scrap metal dealers with current licenses in good standing before September 13, 2013 to remain in compliance without reapplication unless changes require amended filings.
