Amends Arizona Revised Statutes section 16-452 to require the Secretary of State to submit the official elections instructions and procedures manual to the attorney general and the legislative council by October 1 of the year before each general election.

Changes the approval process for the elections manual to require approval by the attorney general and the legislative council, removing the requirement for governor approval.

The manual must be issued by December 31 of each odd-numbered year immediately preceding the general election.

Maintains existing requirements for rules regarding early voting, ballot procedures, fax transmittal of ballots to absent uniformed and overseas citizens, and federal postcard application requests.
