Amends Arizona Revised Statutes section 11-144 regarding the resolution of disputes following county formation.

Clarifies that the county formation commission may resolve disagreements involving the termination and transfer of affairs of affected counties, community college districts, school districts, and special taxing districts.

Specifies that commission opinions and orders have the same legal effect as attorney general opinions with respect to county officers and state officials pending an appeal.

Allows persons aggrieved by commission determinations to appeal to the Arizona Supreme Court with priority hearing and determination.

Requires the commission to complete its work by December 31 of the second year following organization of new county or counties, at which point the commission is terminated.
