Amends Arizona Revised Statutes section 28-735 to establish requirements for motor vehicles overtaking bicycles.

Requires drivers to maintain a safe distance of at least three feet between their motor vehicle and a bicycle when passing in the same direction.

Establishes civil penalties of up to $500 for violations resulting in serious physical injury and up to $1,000 for violations resulting in death.

Exempts violations from penalties if a bicyclist is injured in a vehicular traffic lane when a designated bicycle lane or path is available and passable.
