Establishes a joint study committee on county boundaries consisting of 13 members: three senate members, three house members, three public members appointed by the senate president, three public members appointed by the house speaker, and one member appointed by the governor.

Committee must research and report on fiscal and related impacts of changing county boundary lines between Navajo and Apache counties to create a new county named Sitgreaves County.

Requires committee to submit findings and recommendations report to the governor, senate president, house speaker, and secretary of state by June 30, 2023.

Authorizes committee to use legislative staff and request services, equipment, documents, personnel, and facilities from state agencies and political subdivisions without cost.

Committee is repealed effective September 30, 2024.
