Amends Arizona Revised Statutes section 15-244.01 to expand the tribal college dual enrollment program fund established to provide higher education access to high school students.

Authorizes tribal colleges to compensate high school students through waived tuition and fees, as well as books and instructional materials, for attending classes at tribal college campuses or electronically.

Establishes that the office of Indian education within the department of education may provide technical assistance to tribal colleges and high schools in initiating and operating dual enrollment programs.

Permits tribal colleges to offer dual enrollment courses through intergovernmental agreements with high schools located outside reservations to student members of tribes living off reservations and other students.

Requires dual enrollment courses to qualify for certificate or degree programs and must relate to tribal language, government, culture, or other college subjects.
