Raises the minimum age for juvenile delinquency from ten years old to twelve years old for a child to be charged with a delinquent act.

Modifies the definition of "delinquent act" to specify that only juveniles who are twelve years of age or older can commit a delinquent act.

Changes references in section 8-307 from "ten years of age or older" to "twelve years of age or older" for court appearance requirements when a child is cited for a delinquent act.

Amends the definition of "dependent child" to raise the age threshold from under eight years to under twelve years for children adjudicated based on committing acts that would constitute delinquency.
