Requires local law enforcement agencies to provide written notice to a person before designating them as a suspected gang member, associate, or affiliate in a shared gang database, unless notification would compromise an active criminal investigation or endanger a minor.

Allows persons, their parents/guardians (if under 18), or their attorneys to request written information about whether they are designated in a shared gang database and the basis for that designation; law enforcement must respond within 30 calendar days.

Permits individuals to submit written documentation to contest their gang database designation; law enforcement must review and provide a written decision within 30 days, or the request is deemed denied.

Authorizes persons to petition superior court to review a law enforcement agency's denial and order removal from the gang database if the agency cannot establish gang membership, associate status, or affiliate status by clear and convincing evidence on de novo review.

Excludes databases used solely by jail or correctional facility staff for internal classification and operational decisions from these notification and appeal requirements.
