• Amends Arizona Revised Statutes Section 36-899.10 to modify vision screening requirements for schools, including students upon initial entry and for up to two additional grade levels as prescribed by the Department of Health Services.

• Requires school districts and charter schools to notify parents or guardians of students who do not pass vision screenings within 45 days and clarify that screenings do not substitute for comprehensive eye examinations.

• Allows parents or guardians to opt out of vision screenings by submitting a written objection for any reason, including if the student received a recent comprehensive eye examination or has a permanent vision loss diagnosis.

• Expands the Department of Health Services' authority to develop training, provide screening materials, and compile anonymized vision screening data for researchers and public agencies.

• Requires the Department of Health Services to consult with nonprofit organizations, ophthalmologists, optometrists, school nurses, pediatricians, and school administrators when adopting rules for vision screening implementation.
