Amends section 36-2856 of the Arizona Revised Statutes regarding the Smart and Safe Arizona Fund, which receives marijuana tax revenues and donations.

Modifies fund distribution percentages: 33% to community colleges for workforce development and STEM programs, 31.4% to municipal police/fire departments and county sheriffs for personnel costs, 25.4% to the highway user revenue fund, 10% to the justice reinvestment fund, and 0.2% to the attorney general for enforcement.

Expands eligible recipients for public safety funding to include Indian reservation police and firefighting agencies and university police departments at Arizona Board of Regents institutions.

Applies retroactively from December 31, 2020, and requires a three-fourths majority vote in both houses of the legislature to enact.
