Amends Arizona Revised Statutes section 16-551 regarding early election boards and the handling of early ballots.

Prohibits release or divulgence of early election board vote tallies or partial tallies before all precincts report or one hour after polls close on election day, whichever occurs first.

Makes it a class 6 felony for any person to unlawfully release information regarding vote tallies or to possess a tally sheet or summary without authorization from the county recorder or officer in charge of elections.

Requires the county recorder or officer in charge of elections to count early ballots returned at voting locations on election day and post those totals with unofficial results released on election night.

Requires county recorders to enter early ballots returned at voting locations on election day into the county's ballot tracking system beginning the day after the election.
