Establishes Article 3 in Title 20, Chapter 25 of Arizona Revised Statutes to regulate third-party reimbursement of 340B drug discount program participants.

Prohibits third parties (health insurers and pharmacy benefit managers) from reimbursing 340B covered entities and their contract pharmacies at lower rates than similar non-340B pharmacies for the same drugs.

Bans third parties from assessing fees, chargebacks, or other charges based on participation in the 340B program, restricting pharmacy network access, or refusing coverage for 340B drugs.

Prevents pharmacy benefit managers from requiring 340B drug identifiers on claims unless payment is directly or indirectly from Medicaid, and prohibits discrimination that interferes with patients' choice to use 340B pharmacies.

Designates violations as unfair or deceptive insurance practices and directs the department to adopt rules establishing penalties, including monetary penalties, for violations.
