Grants full medical licenses to international medical graduates from 10 specified countries (Australia, Hong Kong, Ireland, Israel, New Zealand, Singapore, South Africa, Switzerland, United Kingdom, and Canada) who meet Arizona's standard licensure requirements and are residents and licensed in their home country.

Allows international medical programs to apply for accreditation by the Arizona Medical Board, with accreditation granted within 120 days unless the board provides clear and compelling evidence that graduates do not meet medical safety and competence standards; applicants may appeal denials to superior court.

Establishes automatic accreditation for any international medical program that has produced at least five graduates who obtained full Arizona medical licenses under this law.

Creates provisional medical licenses for international medical graduates with job offers from Arizona healthcare providers, which automatically convert to full licenses after one year unless the licensee is disciplined during that period.

Effective December 31, 2022.
