Amends Arizona Revised Statutes Section 13-2301 to modify the definition of "terrorism" by adding a fourth element: furthering the goals, desires, aims, public pronouncements, manifestos or political objectives of any terrorist organization.

Expands the definition of "public establishment" to include private educational institutions, in addition to state/local government structures, federal government facilities, public agencies, and health care institutions.

Maintains existing terrorism definition requirements that a felony involves use of a deadly weapon or weapon of mass destruction, or intentional infliction of serious physical injury with intent to influence state policy, damage public services, or intimidate civilian populations.

Clarifies that "terrorist organization" means any organization designated by the U.S. Department of State as a foreign terrorist organization under 8 United States Code section 1189.
