Repeals section 16-544 establishing the "active early voting list" that automatically enrolled voters in early voting, eliminating permanent early voter status.

Restricts early voting eligibility to voters who are physically unable to vote due to illness, hospitalization, confinement, or absent uniformed services/overseas voters and their household members.

Prohibits county election officials from establishing voting centers that allow any county voter to cast ballots at any location; requires voting at designated polling places in specific election districts.

Removes language allowing on-site early voting locations and emergency voting centers, and eliminates provisions permitting voter registration updates at early voting locations.

Updates sample ballot mailing requirements to remove the exemption for voters on the early voting list, and requires early ballot request forms to specify one of the approved reasons for voting early.
