Amends Arizona Revised Statutes section 36-551 to add spina bifida as a condition that qualifies as a developmental disability.

Defines spina bifida as a neural tube defect occurring when the neural tube fails to develop or close properly before birth, with severity depending on factors including the size of the spinal opening and location on the spine.

Adds the new spina bifida definition as subsection 40, with subsequent definition numbers renumbered accordingly (former subsections 40-43 become 41-44).

Allows individuals with spina bifida to qualify for developmental disabilities services from the Department of Economic Security if they meet other criteria for developmental disability eligibility.
