Amends section 13-3603.02 of Arizona Revised Statutes to classify abortion performed based on a child's disability as a class 2 felony (increased from class 6).

Expands prohibition to include abortion sought based on disability of a parent of the child, in addition to existing prohibitions on sex and race selection.

Increases civil fine for medical professionals who knowingly fail to report violations from $10,000 to $20,000.

Allows the father of an unborn child (if married to the mother) or a maternal grandparent (if mother is under 18) to bring civil action and recover damages including monetary compensation for psychological, physical, and financial injuries.

Exempts women receiving such abortions from criminal prosecution or civil liability under this section.
