Amends Arizona election law to require early ballots be separated by precinct, tabulated by precinct, and included as separate line items in precinct vote totals rather than being counted as a single statewide category.

Extends the precinct-by-precinct tabulation requirement to provisional ballots and conditional provisional ballots, which must also be separated by category of ballot and remain segregated after tabulation.

Requires early ballots to remain separated by precinct after tabulation is complete, along with provisional and conditional provisional ballots that must remain separated by both category and precinct.

Modifies language in section 16-621 regarding duplicate ballot procedures to clarify that duplicate ballots "shall be made" in the presence of witnesses when original ballots are damaged or defective.
