Classifies knowingly performing a dismemberment abortion as a class 6 felony, punishable by fine and/or imprisonment of up to two years.

Exempts dismemberment abortions performed when necessary to save the life of a mother endangered by physical disorder, illness, injury, or pregnancy-related physical condition.

Allows the child's father (if married to mother) or maternal grandparents (if mother is under 18) to bring civil action for damages and statutory relief equal to three times the cost of the procedure, unless they consented to or were criminally involved in the abortion.

Prohibits criminal prosecution or civil liability against the woman receiving the abortion procedure.

Defines "dismemberment abortion" as extraction of a living child piece by piece using instruments with convergent rigid levers, excluding abortions using suction alone.
