AZ SB1348

Prohibits the use of electronic tabulating machines for counting ballots in all state, county, city, and town elections; requires all ballots to be counted by hand as prescribed in the secretary of state's instructions and procedures manual.

Removes references to vote tabulating equipment and electronic tabulation from election statutes, replacing requirements for machine counting with hand-counting procedures.

Repeals sections 16-450 and 16-451 (relating to automatic tabulating equipment) and section 16-664 (relating to recounts using electronic equipment).

Requires hand counts to be conducted at counting centers under observation of political party representatives and the public, with ballots organized and segregated by precinct before and after counting.

Effective December 31, 2022.
