Establishes a process allowing the Attorney General or governing body members to petition the Governor's Regulatory Review Council within 30 days if a city, town, or county proposes to reduce law enforcement agency operating budgets.

Requires the Governor's Regulatory Review Council to hold a hearing and make a final determination on the proposed budget reduction; the council may approve, amend, or modify the law enforcement agency budget.

Mandates the State Treasurer withhold state shared revenues from cities, towns, or counties in an amount equal to any law enforcement budget reduction of 10 percent or more over the previous year until the reduction is restored.

Requires cities, towns, and counties to post adopted budgets with law enforcement reductions on their official websites within 5 days and maintain the posting for at least 2 years.

Applies to municipal police departments and county sheriff's departments only.
