AZ SB1350

Prohibits Arizona National Guard from being released into active duty combat unless Congress has declared war or taken official action under Article I, Section 8, Clause 15 of the U.S. Constitution to explicitly call forth the National Guard.

Requires the governor to take all necessary actions to comply with these deployment restrictions.

Permits the governor to consent to deployment of National Guard members for defense support of civil authority missions within the United States and its territories.

Defines "active duty combat" as participating in armed conflicts, performing hazardous services related to armed conflicts in foreign states, or performing duties through instrumentalities of war during active U.S. military service.

Defines "official declaration of war" as a formal declaration made by Congress pursuant to Article I, Section 8, Clause 11 of the U.S. Constitution.
