Requires voting machines and devices to be certified by laboratories accredited under the Help America Vote Act of 2002, and deems any machine certified by a non-accredited laboratory as unapproved and nullifies elections conducted with that equipment.

Authorizes the Secretary of State to revoke certification of voting systems or prohibit their purchase, lease, or use for up to five years if uncertified equipment is installed or if uncertified hardware, firmware, or software is used in a certified system.

Requires the Secretary of State to adopt standards specifying criteria for loss of certification for previously certified election equipment, after which machines cannot be used unless recertified.

Limits emergency certifications for voting system upgrades or modifications to not more than six months, after which the system must be decertified unless certified through standard procedures.

Changes Secretary of State authority from discretionary ("may") to mandatory ("shall") regarding revocation of voting system certifications for violations.
