• Establishes that if the instructions and procedures manual conflicts with state statute, state statute prevails.

• Requires hand counts for each countywide primary, special, general, and presidential preference election to be conducted at secure facilities in accordance with procedures in the secretary of state's official instructions and procedures manual.

• Specifies that for counties using voting centers, ballots must be separated by precinct before random selection occurs and voting centers cannot be deemed precincts for selection purposes.

• Allows party representatives observing hand counts to record with their own video cameras, provided the recording does not disrupt the count and the sole act of recording is not grounds for removal from the facility.

• Requires the secretary of state to provide personnel with expertise in electronic voting systems to field check and review voting systems and recommend needed statutory and procedural changes.
