Allows election observers to document observations and ask questions of election officials, with questions directed to supervisory personnel and required to not disrupt ongoing processes.

Guarantees observers sufficient proximity to processes to verify proper conduct of elections.

Restricts ejection of election observers at voting locations to situations approved by the inspector and marshal or troubleshooter, with right to appeal to the officer in charge of elections whose decision is final.

Mandates standardized, uniform training for all election observers before observation, provided by the appointing political party and based on the state elections procedures manual.
