Amends Arizona Revised Statutes sections 15-825 and 15-825.01 to modify requirements for certificates of educational convenience that allow pupils to attend schools outside their district of residence.

Expands grounds for issuing certificates to include situations where a parent's or guardian's employment prevents attendance at the home district school, in addition to distance and lack of transportation.

Requires school districts receiving applications for certificates from pupils in unorganized territory to submit completed applications to the county school superintendent electronically, in person, or by mail.

Mandates county school superintendents report annually to the department of education by January 1 the total number of certificates issued under subsection A and subsection B of section 15-825 during the previous calendar year.

Updates language in sections 15-825 and 15-825.01 to clarify procedures for out-of-state school attendance and tuition payment calculations for excess costs.
