• Allows county recorders to offer qualified electors the option to have their voted early ballots tabulated on-site at polling places or voting centers on election day instead of through mail.

• Requires election officials to establish a separate designated area for processing early ballots, provide adequate poll workers and equipment, and separately track and report on-site tabulated ballots by precinct.

• Requires electors presenting early ballots for on-site tabulation to provide identification, present a completed ballot affidavit, and sign the signature roster or electronic pollbook before inserting their ballot into a tabulating machine.

• Prohibits electors from possessing another voter's ballot within the on-site early ballot tabulation area and requires depositing other voters' sealed ballots in drop boxes before entering.

• Updates polling place consolidation criteria and wait time reduction methods to account for early ballots expected to be tabulated on-site.
