Establishes investigation committees consisting of up to 11 board-appointed licensees in good standing to investigate complaints and misconduct, replacing prior delegation to the executive director.

Members of investigation committees may receive $100 compensation per committee meeting.

Allows investigation committees to conduct necessary investigations, forward results and recommendations to the board for review, and designate persons to assist with investigations.

Permits investigation committees to terminate complaints without merit and provide termination lists to the board at regular meetings, with aggrieved persons able to request board review within 30-35 days.

Updates references throughout statute from "executive director" to "investigation committee" for complaint investigation and disciplinary procedures.
