Amends Arizona Revised Statutes Section 11-424.01 regarding salaries for precinct officers other than justices of the peace.

Sets fixed annual salary of $16,500 for constables in precincts averaging 100 or fewer documents served per year over the previous four years.

Establishes tiered salary structure based on registered voter population for constables in precincts averaging more than 100 documents served per year: $35,000 (under 5,000 voters), $45,000 (5,000-10,000 voters), $55,000 (10,000-12,000 voters), $65,000 (12,000-16,000 voters), and $75,000 (16,000+ voters).

Allows boards of supervisors to determine salaries for constables appointed to fill mid-term vacancies within the applicable limits, with no authority to change salary during the remainder of the appointed term.

Requires boards of supervisors to withhold constable salaries during unpaid suspensions from duty per section 22-137.
