Establishes the public-private partnerships retirement savings programs study committee consisting of 8 members including 2 House representatives, 2 Senate members, the state treasurer, director of administration, and representatives from senior advocacy, insurance/financial services, small business, and life insurance organizations.

Committee members are not eligible to receive compensation for expenses.

Committee shall research and recommend mechanisms to help Arizona citizens prepare for retirement, including public-private partnership individual retirement programs for employees without employer-sponsored plans and self-employed individuals.

Committee shall investigate barriers to retirement savings, regulatory burdens on small businesses offering retirement options, impacts of the federal SECURE Act, and feasibility of partnering with similar public-private programs in other jurisdictions.

Committee must submit a report with recommendations by December 31, 2022, to the Senate president and House speaker; the statute is repealed effective December 31, 2023.
