Prohibits municipalities from banning refrigerants that are listed as acceptable under the Clean Air Act (42 U.S.C. § 7671k) if the equipment is listed and installed according to Clean Air Act use conditions.

Applies the refrigerant prohibition to both municipal building codes and county ordinances, amending Arizona Revised Statutes sections 9-810.01 and 11-861.

Prevents local governments from restricting use of federally-approved refrigerants in HVAC and cooling equipment through local codes or general/specific plan provisions.

Aligns Arizona state law with federal Clean Air Act standards for acceptable refrigerant use and equipment installation requirements.
