Requires completion of an off-highway vehicle safety and environmental ethics course before obtaining a resident or nonresident off-highway vehicle user indicia, effective December 31, 2022.

Adjusts off-highway vehicle recreation fund allocations: increases Arizona Game and Fish Department share from 35% to unspecified amount, increases State Land Department share from 5% to 15%, and decreases Arizona State Parks Board share from 60% to 50%.

Establishes duty of ordinary care for all off-highway vehicle operators and passengers, while limiting landowner liability for recreational users under off-highway vehicle use.

Requires rental and sales companies to provide customers with Arizona Game and Fish Department-approved safety and environmental educational materials before renting or selling off-highway vehicles.

Removes off-highway vehicle user fees from definition of highway user revenues, redirecting collected fees to the off-highway vehicle recreation fund instead of the Arizona highway user revenue fund.
