Requires county recorders to check change-of-address information from the postal service on the first day of each month, rather than only before primary and general elections.

Mandates that if a registrant fails to respond to address change notices within 35 days, their registration status automatically changes from active to inactive.

Requires registrants whose notices are not returned to provide affirmation or confirmation of their address in order to vote.

Maintains inactive voters on records for four years or through the date of the second general election for federal office following the notice.

Removes registrants from the inactive voter list if they do not vote during the period after the address notice through the second general election for federal office.
