Amends Arizona Revised Statutes Section 41-1823 regarding peace officer certification requirements and the Arizona Peace Officer Standards and Training Board.

Clarifies that minimum qualifications for law enforcement officers become effective six months after filing with the secretary of state.

Requires all persons (except elected agency heads and those with specific statutory authority) to be certified by the board to exercise peace officer duties.

Prohibits recertification of peace officers who are terminated or resign from any law enforcement agency during an investigation for serious misconduct or excessive use of force.

Disqualifies such officers from holding peace officer authority anywhere in Arizona.
