Removes the magistrate's authority to authorize unannounced entry to execute search warrants based on safety concerns or evidence destruction.

Requires uniformed peace officers executing search warrants to provide audible notice of their authority and purpose before entry, with notice reasonably expected to be heard by occupants.

Allows officers to break into buildings, premises, or vehicles only after providing audible notice and receiving no response or refusal of admittance within a reasonable time.

Requires peace officers to provide a copy of the search warrant to the person or owner of the place being searched before undertaking any search or seizure, or leave a copy affixed to unoccupied premises.
