Transfers operational control of the Arizona state hospital from the Department of Health Services to the Arizona Health Care Cost Containment System (AHCCCS), effective June 30, 2023.

Updates statutory definitions and references throughout Title 36 to reflect AHCCCS administration of the state hospital instead of the Department of Health Services.

Transfers all contracts, personnel, property, records, data, and obligations related to the state hospital from the Department of Health Services to AHCCCS upon the effective date.

Establishes that AHCCCS rules adopted for the state hospital become effective upon transfer, superseding prior Department of Health Services rules on the same matters.

Directs the legislative council staff to prepare conforming legislation to update remaining statutory references for consideration in the next legislative session.
