Establishes a hydrogen study committee with 6 legislative members (3 from Senate, 3 from House) and 7 state agency representatives, with non-legislative members having no voting privileges.

Directs committee to investigate hydrogen production, distribution, storage, and pipeline infrastructure; study carbon capture and sequestration; and review safety standards across relevant state agencies.

Requires committee to consider international and national codes and standards from organizations including ASME, NFPA, SAE International, and the Pipeline and Hazardous Materials Safety Administration.

Mandates committee to consult with state agencies, tribal governments, stakeholders in hydrogen production and technology, environmental groups, academic experts, labor organizations, and Arizona universities.

Committee must submit a report with recommendations and economic impact analysis to legislative leadership by September 1, 2023, and the committee is repealed September 30, 2024.
