Amends Arizona Revised Statutes sections 32-4101 and 32-4153 to add dry needling as a service athletic trainers may perform.

Defines "dry needling" as a skilled intervention using a thin filiform needle to penetrate skin and stimulate neural, muscular and connective tissues to evaluate and manage neuromusculoskeletal conditions, pain and movement impairments.

Establishes dry needling as grounds for disciplinary action if athletic trainers fail to demonstrate professional standards of care and appropriate training and education qualifications as determined by board rule.

Requires the board of athletic training to adopt rules establishing professional standards of care and training qualifications for dry needling by September 30, 2022.

Exempts the board of athletic training from standard rulemaking requirements of Arizona Revised Statutes title 41, chapter 6 through September 30, 2022 to expedite adoption of dry needling rules.
