Removes the April 1, 2020 start date for issuing nonprofit medical marijuana dispensary registration certificates, making the priority issuance process ongoing rather than time-limited.

Allows nonprofit medical marijuana dispensary applicants to also apply for marijuana establishment licenses, with the department required to issue licenses to each qualified applicant upon submission of a complete application and fee.

Establishes a synchronized renewal schedule for dual licensees (those holding both a marijuana establishment license and nonprofit medical marijuana dispensary registration), with the renewal date being the earlier of the two separate renewal dates.

Permits the department to issue marijuana establishment licenses without the restriction to one per ten pharmacies in counties with no registered nonprofit medical marijuana dispensaries (up to two licenses) or one license per county with one registered nonprofit medical marijuana dispensary.

Requires the department to adopt final marijuana establishment delivery rules by January 1, 2025, establishing security, tracking, and operational standards for delivery vehicles and agents.
