Repeals section 16-544 (Arizona Revised Statutes), which established an "active early voting list" for voters to receive automatic early ballots.

Eliminates automatic early ballot mailings by requiring voters to request an early ballot for each election and specifying one of seven eligibility reasons: expected absence, physical inability, age 65+, distance over 15 miles from polling place, religious observance conflict, visual impairment, or uniformed/overseas service status.

Removes provisions exempting voters on the active early voting list from receiving sample ballots by mail, making sample ballot distribution apply to all registered voters.

Removes references to on-site early voting locations at county recorder offices and replaces provisions allowing emergency balloting procedures with specific procedures for voters experiencing emergencies between Friday and Monday before election day.

Updates early ballot affidavit language to require voters to affirm one of the seven specific eligibility reasons when returning their ballot.
