• Transfers responsibility for monuments, memorials, and related facilities in the governmental mall from the Department of Administration to the Legislative Council.

• Designates the Legislative Council as the entity responsible for reviewing, approving, and maintaining monument and memorial designs, dimensions, locations, and the state monument and memorial repair fund.

• Updates procedures for monument and memorial establishment and modification to require Legislative Council approval instead of Department of Administration approval.

• Maintains the state monument and memorial repair fund with monies from donations, fundraising activities, monument-specific deposits, grants, and legislative appropriations, administered by the Legislative Council.

• Establishes that the Legislative Council must submit annual reports by November 1 to the Joint Legislative Budget Committee accounting for all fund monies by source and expenditure.
