Repeals and replaces Arizona Revised Statutes sections 15-711.01 and 15-717.02 to permit age-appropriate classroom instruction on child assault awareness and abuse prevention.

Prohibits public school employees and invited individuals or organizations from providing instruction that promotes concepts including judging individuals based on race or ethnicity, claims of racial or ethnic superiority or inferiority, or assertions that individuals are inherently racist based on their race or ethnicity.

Establishes complaint procedures allowing students, employees, or parents to file complaints with school administrators, appealing to school boards or charter school governing bodies, and ultimately to the state board of education or superintendent of public instruction.

Authorizes civil penalties of up to $5,000 per violation, plus additional daily penalties of up to $5,000 if violations are not corrected within 30 days of notice.

Permits disciplinary action including suspension or revocation of teaching certificates for certificated or noncertificated employees who violate the prohibition, while allowing instruction that identifies and discusses historical instances of racial hatred or discrimination such as slavery and the Holocaust.
