Requires employers with 50 or more employees (excluding part-time) in customer service or back office operations to notify the Arizona Department of Economic Security at least 120 days before relocating a call center out of state or to a foreign country.

Imposes civil penalties up to $10,000 per day for violations, with the Industrial Commission of Arizona able to reduce penalties for just cause.

Requires the Department of Economic Security to publish semiannual lists of employers that relocate call centers and distribute them to all state agencies.

Prohibits employers on the relocation list from receiving state grants or guaranteed loans for five years and requires them to repay the unamortized value of previously received grants, tax benefits, and subsidies.

Mandates that all state agency call centers and customer service work be performed by contractors entirely within Arizona, with compliance required by November 1, 2023 (new hires required in-state beginning November 1, 2022).
