Establishes a comprehensive statewide telecommuting and alternative work schedule policy for eligible Arizona state employees, to be created and periodically updated by the director.

Defines telecommuting as work arrangements allowing employees to perform duties away from their central workplace at least one day per week under a written work agreement.

Requires each state agency head to establish policies identifying eligible positions, ineligible positions with justification, and benefits of telecommuting and alternative work schedules.

Sets mandatory participation targets: at least 25 percent of eligible workforce in alternative work schedules by July 1, 2023, and at least 20 percent telecommuting by January 1, 2024 (excluding public safety, corrections, and juvenile corrections departments).

Requires state agencies to report annually to the director on telecommuting and alternative schedule status and to the governor on budget requests for technology, software, and equipment needed to expand these programs.
