Requires each school district and charter school to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2023, with exceptions for economic infeasibility if implementation would increase cleaning costs.

Directs the Department of Education to establish green cleaning product guidelines and specifications in consultation with the Department of Environmental Quality.

Amends energy conservation standards to require state agencies, universities, school districts, and community college districts to reduce energy use by 20 percent per square foot by July 1, 2029, and to purchase at least 10 percent of energy from green sources by July 1, 2027.

Requires existing state buildings over 50,000 square feet and all new or leased state buildings to conform to Leadership in Energy and Environmental Design (LEED) green building standards by July 1, 2027.

Establishes a $10,000,000 energy and water efficiency loan program administered by the Arizona Commerce Authority for state agencies, universities, cities, towns, and counties to finance efficiency improvements, with loans repaid from resulting energy and water savings.

Creates a Green Public Schools Task Force to recommend procedures for retrofitting schools to LEED standards, develop a model green cleaning policy, and recommend financing systems for school sustainability improvements, with a final report due November 1, 2023.
