Requires Arizona legislators to disclose conflicts of interest before voting on any bill, amendment, or resolution where they have a personal, private, or professional interest.

Defines a conflict of interest as a legislator's interest in legislation where they or a related person will derive direct pecuniary gain or suffer direct pecuniary loss as a result of the member's participation.

Mandates the Secretary of State develop disclosure forms, with completed forms submitted to the chamber presiding officer within seven days after the vote and published on the Secretary of State's website in searchable, sortable, and downloadable format within 14 calendar days.

Establishes a civil penalty of up to $50,000 for violations of the disclosure requirements.

Defines "related person" as a legislator's spouse, child, parent, or sibling, or the child, parent, or sibling of the legislator's spouse.
