Amends Arizona Revised Statutes section 16-621 regarding proceedings at counting centers for elections.

Prohibits the county recorder, officer in charge of elections, county board of supervisors, state elected officials, and their employees, contractors, or vendors from removing any ballots cast for an election from Arizona.

Requires county recorders or officers in charge of elections to maintain chain of custody records for all election equipment and ballots from early voting through completion of provisional voting tabulation.

Requires live video recording with date and time indicators of ballot custody while ballots are in the tabulation room, with recordings linked to the secretary of state's website for public viewing and retained as public records for at least the challenge period.
